…NERDC to lead evaluation as only top-ranked textbooks will be approved for schools

The Federal Government has unveiled a new National Textbook Ranking System for primary, junior and s⇔enior secondary schools in a bid to strengthen quality assurance and standardise learning materials across the country.

According to the Federal Ministry of Education, the initiative is designed to eliminate substandard textbooks from the education system and ensure that only curriculum-compliant, high-quality instructional materials are used in schools nationwide.

In a statement issued on Sunday by the ministry’s Director of Press and Public Relations, Folasade Boriowo, the government said the Nigerian Educational Research and Development Council (NERDC) will continue to retain its statutory role of approving textbooks.

However, under the new framework, all approved textbooks will now undergo an additional structured ranking process to determine the most suitable options for each subject and class level.

The ministry explained that the NERDC will set up Standing Subject Committees made up of education experts to assess textbooks based on academic content, pedagogical value, and alignment with national curriculum standards.

It added that only a limited number of top-performing textbooks will be recommended for use in schools in order to improve quality control and ensure uniformity across the education system.

“Only a limited number of top-ranked textbooks will be approved, ensuring improved quality control and consistency nationwide,” the statement noted.

The policy further stated that any textbook not ranked under the new system will not be permitted for use in schools, even if previously approved.

“Under this policy, any textbook not ranked will not be permitted for use, regardless of prior licensing status,” it added.

The Federal Government said implementation of the ranking system will commence in September 2026, following stakeholder consultations and finalisation of the evaluation framework.

It reaffirmed its commitment to improving learning outcomes and providing Nigerian students with access to quality educational resources that meet global standards.
