Fubara to Present N1.84tn 2026 Budget to Rivers Assembly

Rivers State Governor, Siminalayi Fubara, is expected to present the 2026 Appropriation Bill before the State House of Assembly on Friday, in a move aimed at addressing months of uncertainty surrounding the state’s fiscal plans.

The presentation follows the Assembly’s approval of the 2026–2028 Medium Term Expenditure Framework, MTEF, two weeks ago.

The MTEF provides a projection of government revenue and expenditure over a three-year period and serves as the foundation for the annual budget.

According to the framework, Rivers State is proposing a total budget size of N1.84 trillion for 2026, with recurrent expenditure estimated at over N400 billion, while capital projects are projected to receive more than N1.4 trillion.

The allocation reflects the administration’s focus on infrastructure development and other capital-driven projects.

Speaker of the Assembly, Martin Amaewhule, while presenting the MTEF document on the floor of the House, commended the executive for producing what he described as a fiscal roadmap for the state.

However, he raised concerns over the revenue projections, arguing that the estimates did not fully reflect prevailing economic realities, particularly current crude oil prices in the international market.

The planned budget presentation has attracted public attention following the delay in its submission to the Assembly.

The delay had generated speculation among political stakeholders, with some observers linking it to the prolonged dispute between the executive and legislative arms of government in the state.

Following its presentation, the appropriation bill will be subjected to legislative review before possible passage and implementation.
