Osun Assembly passes Integrated Transport and Park Management Bill

The Osun State House of Assembly has passed the Osun State Integrated Transport, Traffic and Park Management Bill, 2026, aimed at regulating commercial transportation, motor parks and related transport infrastructure across the state.

 

The bill, sponsored by the Chairman of the House Committee on Works and Transport, Abiola Waheed, seeks to establish an integrated system for the registration, regulation, management and digital administration of commercial transportation, traffic, motor parks, terminals, garages and loading points.

 

According to a statement by the Chief Press Secretary to the Speaker, Tiamiyu Olamide, a major provision of the legislation is the introduction of a digitalised ticketing system to eliminate multiple ticketing in motor parks.

 

The system is expected to reduce the financial burden on transport operators, improve transparency and strengthen the efficiency of revenue collection by the state government.

 

The bill also seeks to improve the protection of passengers and other park users, promote accountability within the transport sector and enhance the state’s internally generated revenue through a coordinated park management system.

 

The legislation was subjected to extensive deliberation during plenary before being referred to the House Committee on Works and Transport and the Legal Department for further scrutiny.

 

The committee’s report was subsequently presented and adopted by the House.

 

The Majority Leader, Babajide Kofoworola Adewumi, moved the motion for the third reading and passage of the bill, which was seconded by Hon. Taofiq Olayiwola.

 

The motion was adopted, leading to the passage of the bill.

 

Addressing lawmakers, Speaker Adewale Egbedun said the legislation marked another step towards strengthening the transport sector, improving the management of motor parks, protecting commuters and promoting transparency in revenue generation.

 

He said the bill would provide a clearer regulatory framework while improving the relationship between transport operators, passengers and relevant government agencies.

 

The bill also seeks to curb thuggery and other violent activities in motor parks.

 

The clean copy of the legislation will now be forwarded to Governor Ademola Adeleke for assent in accordance with the constitutional procedure.
