Otti Advocates Unified Data System To Deepen Governance In Abia

 

Governor of Abia State, Alex Chioma Otti, has called for the establishment of a unified data architecture to enhance performance tracking, improve resource allocation and strengthen public service delivery across the state.

Otti made the call, Thursday, while declaring open a one-day workshop on Strategic Digital Public Infrastructure and Delivery for public service stakeholders held at the Michael Okpara Auditorium, Umuahia.

Represented by his deputy, Ikechukwu Emetu, the governor stressed that modern governance must be anchored on credible data and supported by a dependable identity management system.

According to him, governance without accurate and reliable data amounts to guesswork, insisting that a harmonised system would eliminate operational silos and promote coordinated planning.

“In an era driven by information, a unified system is preferable to isolated operations. It will strengthen social protection mechanisms, boost internally generated revenue, ensure efficient allocation of resources, track performance and deliver public services with precision,” he said.

Otti noted that the workshop provides a strategic platform to address long-standing data gaps and reposition the state towards evidence-based and technology-driven governance.

He urged participants to engage in frank discussions on operational realities, data requirements and digital identification needs, with a view to evolving practical solutions that align with the strategic objectives of various ministries, departments and agencies.

Describing the theme of the workshop, “One Data, One Identity, One Government,” as a clear policy direction rather than a mere slogan, the governor commended the Ministry of Budget and Planning, the Office of the Chief Information Officer, the Office of the Chief Economic Adviser, development partners and relevant federal agencies for supporting the initiative.

In his remarks, Secretary to the State Government, Dr Emmanuel Meribeole, underscored the imperative of an integrated data system, noting that fragmented records and assumptions undermine effective planning and fiscal discipline.

“To plan effectively, allocate resources judiciously, track public funds and deliver services efficiently, we must build an integrated data architecture anchored on a reliable identity framework,” he stated.

Earlier, Commissioner for Budget and Planning, Mr Kingsley Anosike, said the workshop, with the focus “One Citizen, One Identity: Unlocking Data-Driven Governance,” was designed to stimulate robust engagement among stakeholders and lay the foundation for a more responsive and accountable public service system in Abia State.
