Barau Jibrin: National Assembly Not Executive’s Rubber Stamp, Synergy Strengthens Democracy

Barau Jibrin, Deputy Senate President, has dismissed claims that the National Assembly merely serves as an extension of the executive arm of government.

Speaking on Wednesday at the 15th convocation lecture of Al-Hikmah University, titled “Managing Executive-Legislative Relations Towards Democratic Consolidation in Nigeria’s Fourth Republic”, Jibrin said cooperation between the executive and legislature is deliberate, aimed at promoting good governance.

He attributed the current cordial relationship between both arms of government to President Bola Tinubu’s experience as a former governor and lawmaker, which, he said, has enhanced mutual understanding and effective communication.

“Proposed bills are often discussed with lawmakers before formal presentation, allowing for corrections and speedy passage,” Jibrin said. “This healthy collaboration has been misconstrued by some as the legislature being a rubber stamp of the executive. But when cooperation delivers results for the nation, why resort to unnecessary conflict?”

Jibrin recalled that tensions between the executive and legislature were more pronounced at the onset of the Fourth Republic, due largely to the lingering effects of prolonged military rule. He noted that past presidents often exercised authority in a directive manner, unlike the consultative approach adopted by the current administration.

He stressed that sustaining democracy requires wisdom, restraint, and strict adherence to constitutional principles. According to him, Nigeria’s democratic longevity must be matched by deeper democratic practices.

Addressing the graduating students, Jibrin urged them to uphold democratic values, demand accountability, and contribute positively to nation-building. “Democracy thrives not only on institutions but also on enlightened citizens and principled leadership,” he added.
