SERAP Urges Tinubu to Open INEC Chair Appointment Process
The Socio-Economic Rights and Accountability Project (SERAP) has urged President Bola Tinubu to make public the process for appointing the next chairman of the Independent National Electoral Commission (INEC).
Professor Mahmood Yakubu, the current INEC chairman, is set to complete his two-term, 10-year tenure in November 2025. His successor will be appointed by the president and confirmed by the Senate.
In a letter dated September 27, 2025, and signed by SERAP’s Deputy Director, Kolawole Oluwadare, the organisation called for transparency regarding the number and names of candidates under consideration, and whether the Council of State has been or will be consulted as required by the Constitution.
SERAP further urged the president to reconsider appointing alleged members of the All Progressives Congress (APC) as Resident Electoral Commissioners (RECs) and instead nominate individuals who are not affiliated with any political party.
“The selection and appointment process for the INEC chairman cannot and should not be a closed-door affair. Transparency would enhance public trust in the commission’s independence and impartiality,” SERAP said.
The group cited Section 154(1) of the 1999 Constitution (as amended), which mandates that the president consult the Council of State before appointing the INEC chairman, whose appointment is subject to Senate confirmation.
SERAP gave the federal government seven days to comply with its request, warning of possible legal action if the recommendations are ignored.
Yakubu, who first assumed office in 2015, oversaw the 2019 and 2023 general elections. His tenure has been marked by praise for improvements in logistics and criticism over technological deployment and result transmission. His impending exit is expected to make the appointment of a new chairman one of the most significant ahead of the 2027 general elections.
