Akwa Ibom NCS Seeks Legislative Backing for Non-Custodial Measures

The Controller of the Nigerian Correctional Service (NCS) in Akwa Ibom State, Frank Okonkwo, has called for increased legislative and executive support to enhance the implementation of non-custodial measures in the state.

Speaking at a one-day workshop on the “Effective Implementation of Non-Custodial Measures in Akwa Ibom State,” organized by the NCS in collaboration with the State Judiciary and Ministry of Justice, Okonkwo stressed that the support should include adequate budgetary allocations and provision of necessary tools to supervise and rehabilitate offenders within communities.

He highlighted that the NCS Act of 2019 mandates the adoption of non-custodial measures for minor and non-violent offenders. Such measures include community service, probation, parole, restorative justice programs, fines, and restitution orders, offering alternatives to imprisonment.

Okonkwo explained that Akwa Ibom Command has strategically repositioned itself to ensure the effective application of these measures. He called for strengthened collaboration with the Judiciary, the Nigeria Police Force, the National Orientation Agency, and civil society organizations.

Addressing public concerns that non-custodial options may allow offenders to “get away with their crimes,” the controller described the measures as cost-effective, rehabilitative, and a smarter approach to managing minor offenses, particularly for vulnerable offenders.

He further urged communities to embrace the approach, noting that successful reintegration of offenders promotes public safety and helps reduce overcrowding in prisons.

“Nigerian Correctional Service, Akwa Ibom State Command, is committed to transitioning from being mere jailers to active agents of positive behavioural change, community safety, and national development,” Okonkwo stated.

He also expressed appreciation to the Chief Judge of the State, Justice Ekaete Obot, the Attorney General & Commissioner for Justice, and Amitec Construction Company for their support in ensuring the success of the workshop.
