Kwara State Goes Digital: C of O Now in 30 Days

In a bold move to modernize land administration, Governor AbdulRahman AbdulRazaq on Monday launched the Kwara State Geographic Land Information Service (KW-GIS) Digital Land Information System, promising Certificates of Occupancy (C of O) within 30 working days.

The governor described the digital platform as “a game-changer for transparency, efficiency, and investor confidence in Kwara State,” noting that it ends decades of cumbersome manual processes that have slowed property transactions and created room for abuse.

“For too long, land administration in Kwara was characterized by inefficiency and delays,” AbdulRazaq said. “KW-GIS ensures that every land parcel in the state is digitally captured, documented, and easily retrievable.”

The system, the governor added, will eliminate record duplication, shorten processing times, boost revenue generation, and secure land ownership, providing certainty for investors and residents alike.

The launch attracted lawmakers, traditional rulers, business leaders, and trade unionists who praised the governor’s reformist agenda.

Dr. Hauwa Nuru, Commissioner for Finance and Chairperson of the Kwara State Ease of Doing Business Council, said the digital land initiative positions the state as a front-runner in World Bank-supported programmes like NG-CARES, SABER, and HOPE projects.

Mrs Folashade Omoniyi, Executive Chairman of the Kwara State Internal Revenue Service (KW-IRS), said the platform integrates land records with online payment systems, allowing citizens to process land titles and building approvals seamlessly while reducing bureaucracy.

Alhaji Sulyman Abdulkareem, Executive Secretary of KW-GIS, described the digital rollout as a historic milestone, ensuring all land records are preserved for future generations.

Project Consultant Dr. Paul Adepelumi said the system represents a revolution in land management, while Project Manager Ali Muhammad Kalot revealed that over 1,000 layouts and 20,000 plots have already been digitized. More than 200 staff have been trained to operate the platform, underscoring Kwara’s commitment to digital governance and ease of doing business.
